Places to shoot 400-1000 yards responsibly - Oregon - Mid Valley

Been a lurker for a while. I am an ARPC member so we are limited to 200 yards since the long range project got canceled. I have been shooting 22lr at 200 for practice calling wind, but it's getting old.

Is there a place that is safe to shoot 400-1000 yards responsibly within a reasonable distance of the Albany/ Salem Oregon area? I have a bunch of long range ammo I would love to test and get actual Data for as well as practice.

What's a reasonable distance? COSSA is probably your best answer. 1400 yards with a steel gong every 100

TTSX- I was hoping for closer to me. Bend is about 3 hours from me. Ideally I was looking for maybe a spot on blm land or something where the loggers had cleared in the last couple years. But all of the places I have seen logged lately are far from flat and have tricky switching winds. Not ideal when I am trying to get my 500+ yard zeros dialed in.
