Can you say where those rules for considering the firearm used are laid out? That might make sense out of an FFL I had shipped my gun away before the BC could complete.Once the 4473 is approved, it is considered used. Until the transfer is made, the gun is still on the books of the shop and still considered new (if it was new when ordered/purchased of course).
Refunds will vary depending on the shops practice, if the gun is one that can be easily sold to someone else. Also, your attitude and how you initially approach the issue will come into play. There is such a thing as the a**hole tax.
