Oregon Selling a bolt gun to WA

What are the WA requirements for an FFL to receive a bolt action rifle from out of state. Driver's license copy or does it have to be sent by the out of state FFL?

Yep. Copy of shipper-seller's driver's license should be sufficient. FFL from FFL is not legally required but I suppose some WA might require them. None of the FFL's in Cowlitz or Clark Counties I have used have required that nor have any of the FFL's I have shipped guns to in to Eastern Washington.

The most important? Ask the FFL you plan to use. What anyone here tells you may or may not translate to what the one you choose wants.
