Yep, whole cartridges you just pay for the freight, no hazmat. Last time I ordered some, the hazmat charge for shipping smokeless powder was $48 flat, from 1lb up to at least 22lbs (I haven't bought more than 22lbs at one time). The price may have gone up, haven't bought any in a bit.

Don't know what it is for black powder, which is considered an explosive and has different regulations last I checked. Andy knows I'm sure .
