There is no required background check at the moment for making your own firearm in Oregon. The frames and receivers rule from the ATF only requires serialization if it goes to an FFL and even that has come into recent injunctions. It seems like while folks wait that a kit might be the way to go?

I also bring this up as I suspect it to be used as a defense to the law. As you can inherit a firearm or make your own to not require a purchase permit. I know the 5th used this as a defense of a denial of a firearms permit in new england.

I know the new Governor said it was a focus of hers going forward though in one of the debates to get rid of "Ghost Guns" so it may be time limited.
