I'm selling a 80% jig in Washington state later today. My question is are jigs alone legal in the state or not?

It's a cookie cutter. Not regulated in WA. The purchaser should be aware of his/her responsibility to duly serialize his PMF by the deadline upon completion, but that's no concern of yours.

RCW 9.41.190: Unlawful firearms—Exceptions.

The RCW specifically refers to "undetectable firearms". I cannot find any reference to jigs or tooling.
